Keynote Speaker


Caroline A. Mays, AICP

Ms. Mays is the Director of Freight and International Trade Section for the Texas Department of Transportation (TxDOT). She is charged with developing and managing TxDOT’s multimodal Freight and International Trade and border programs including: Developing and carrying out strategic vision for TxDOT’s activities for addressing freight and international trade transportation issues to facilitate Texas’ economic development and competitiveness; Developing and maintaining the Texas Border Transportation Master Plan; Overseeing the Texas Freight Advisory Committee and the Border Trade Advisory Committee; and coordinating with internal and external stakeholders. She has been instrumental in the development of the state’s first multimodal Texas Freight Mobility Plan.

Prior to joining TxDOT in November 2012, Ms. Mays worked for the Atlanta Regional Commission in Georgia where she managed the Freight Transportation and Intelligent Transportation Systems (ITS) Planning Programs. She was instrumental in creating the MPOs Freight Advisory Committee. Most notably, she managed the development of an award winning Atlanta Regional Freight Mobility Plan. She also worked as a Transit Planner with Rockland County and Interned with the United Nations in New York.

Ms. Mays is a member of the American Planning Association and the American Institute of Certified Planners. She Chair’s the TRB’s Agriculture Transportation Committee and is a member of the Intermodal Freight Committee. She received her Bachelors degree in Urban and Regional Planning from the University of Waterloo, Canada and a Masters degree of Science in Planning from the University of Toronto, Canada.
